This is yet another example of a targeted attack against a medical entity based on the value of the records involved. The possibility that these attacks were state sponsored by a foreign power certainly raises the stakes in terms of the financial backing and potential sophistication of the attack. This is certainly not the time for medical offices and providers to shy away from proper IT Security controls and assessments.
